For federal prime contractors and their subcontractors
For contractors who must check SAM.gov before every subcontract over $35,000 — FAR 52.209-6.
Paragraph (e) of the clause asks for one thing: before the subcontract, confirm the subcontractor's status in SAM.gov. The receipt is the dated, hash-verifiable record that you did — what SAM.gov Exclusions, the Consolidated Screening List, DoD 1260H, UFLPA, FARA and the other files printed for the exact UEI, CAGE or legal name on that date. It is proof you looked. It is not a statement that the subcontractor is eligible; that remains your determination under FAR 9.405.
The rule as written
FAR 52.209-6(c) and (e); FAR 9.405; FAR 52.209-5 and 52.209-7 (representations)
The contractor shall not enter into any subcontract over $35,000 with a contractor that is debarred, suspended, or proposed for debarment unless there is a compelling reason — and shall confirm the subcontractor's status by checking SAM.gov before entering the subcontract. The auditor's test is the dated record of that check in the subcontract file.
What the receipt shows
- SAM.gov Exclusions — the exclusion rows as printed for the exact UEI, CAGE or legal name, or that SAM did not answer
- Consolidated Screening List (BIS Entity List, Denied Persons, OFAC SDN, State Dept lists) — printed rows
- DoD 1260H Chinese military companies list; UFLPA Entity List; FARA registrants
- FAPIIS / responsibility records where SAM serves them; USAspending exact-recipient contracts
- Every source that did not answer, named — never printed as a clean result
- SHA-256 integrity hash, Ed25519 signature, RFC 3161 timestamp, and the form line the receipt is filed behind
How it fits your workflow
- 1. Primes: first 100 subcontractors free
Send the subcontractor list as a CSV; one dated SAM.gov read per name, hashed, with the FAR 52.209-6 cover — within 48 hours, no invoice.
Start the free file - 2. One subcontractor
Enter the legal name, UEI or CAGE. Twenty-three files, one dated receipt, free.
Pull a receipt - 3. The whole subcontractor list
CSV in: one receipt per row, identical to the free one, a monthly re-read and the line-by-line diff.
Upload the list - 4. Before the subcontract is signed
A fresh read plus every line changed since the last one, for the file.
Payment-Time Read - 5. Put it in your flow-down
Paste-ready language asking lower-tier subs for the dated read instead of a representation.

Duty sheets and form lines
A Duty Sheet puts the dated record beside the rule's own question and builds a fresh receipt for the name you give it (sample: Wellpath LLC): FAR 52.209-6 duty sheet ↗ · FAR 9.405 (contracting officer) duty sheet ↗ · Section 889 duty sheet ↗.

First subcontractor file free · up to 100 names · one per company
Send your next 100 subcontractors. One dated SAM.gov read per name, hashed, and the FAR 52.209-6 cover — within 48 hours.
Up to 100 names (CSV with a name column; uei, ein, npi optional). One dated, hashed receipt per name, identical to the free one at /screening; a cover page with every receipt, every non-answering source named, and one SHA-256 over the bundle. No invoice, no account, no card. In practice it takes minutes; 48 hours is the promise. When a source does not answer, the row says so; nothing prints "clear" for a file we did not read. Public-record evidence, not a determination — whether to award the subcontract is the prime's decision.
Afterwards we ask once whether we may name the company. "No" is the default and changes nothing; the file is free either way. You get two emails from us — the cover link and the completion note — and nothing else.

What it does not do
- We do not say a subcontractor is eligible, responsible, or "clean". The receipt prints the rows; the compelling-reason and responsibility judgments are yours and the contracting officer's.
- A same-name row is shown, not counted. It does not prove identity; you resolve it.
- If SAM.gov or another file does not answer — quota, outage, block — the receipt says so. It never converts silence into "no record".
- No risk score, no match score, no pass/fail. Nothing anyone pays changes a line.
Public-record evidence, not legal, compliance or eligibility advice. Hashes, signatures and timestamps prove the integrity of our capture; the agency remains the author of its record. When the agency did not answer · Who pays us.
