◆ Alpha CovenantPull a Record

For construction lenders, private credit, title and escrow

At every draw: what the public record printed about the contractor that day — and what it could not have printed yet.

Before a periodic draw is released to a general contractor or its subs, a lender's or title company's file can hold one dated receipt: what SAM.gov Exclusions, OSHA's enforcement file, the DOL Wage and Hour file, EPA ECHO, OFAC and the state registry printed under the exact name and keys, and which did not answer. The one promise we will not make is the one the pitch wants — that nothing happened in the last 30 days. OSHA and WHD actions reach their public files weeks to months after the event, and every receipt bounds itself by each source's own file date. Release, hold or ask is your condition and your officer's call.

The rule as written

No statutory duty asserted — the lender's own draw conditions; OSHA enforcement data and DOL WHD enforcement data as published

The Department of Labor publishes OSHA inspection and WHD case data on a lag after case events. A receipt read at a draw shows what those files printed on that date, with the file date; it is evidence of what was published, not of what has occurred.

What the receipt shows

  • SAM.gov Exclusions with the public-extract date; OSHA inspections (open and close dates); WHD cases; EPA ECHO; OFAC; CSL; state registry status; USAspending federal awards — as printed
  • The SAM entity registration and state checkbook or UCC rows where a state publishes them
  • Which files did not answer, named — never read as zero
  • For a payment system: POST /api/ap/check with the draw number as the reference, and the two facts a rule can branch on — all_list_sources_answered and exact_rows_total
  • The dated chronology on each receipt: every date the sources printed, in order
  • Your officer's decision record bound to the receipt: released, held or asked, with the draw number and amount

How it fits your workflow

  1. 1. Per draw

Pull a receipt for the GC and each sub on the draw; put the draw number in the reference.

    Pull a receipt
  2. 2. In the system

Loan administration or the title platform calls /api/ap/check before release; a silent source routes to a person.

  3. 3. Whole job

The contractor list for a project as one roster receipt, re-read each month.

  4. 4. The file

The officer records the release decision on the receipt; we countersign the hash and the time.

Duty sheets and form lines

A Duty Sheet puts the dated record beside the rule's own question and builds a fresh receipt for the name you give it (sample: Wellpath LLC): Construction draw record duty sheet ↗ · AP pre-disbursement duty sheet ↗.

The form lines these receipts are filed behind, with the auditor's test cited: FAR 52.209-6. Full forms register · read profiles · published prices.

What it does not do

  • We do not pre-clear, approve or condition a draw; the receipt is what your condition reads, and a silent source is never a zero.
  • We do not promise freshness the sources cannot deliver — each line is bounded by its source's file date.
  • We do not read credit files, liens outside the states that publish UCC data, court dockets or building-department records; the receipt names what it did not read.
  • The receipt is not a credit, collateral or insurance input and we will not build one.
