For anyone whose record depends on a government site being up
When the agency did not answer
Government files move, rate-limit, go offline for maintenance and, some years, close for weeks. A compliance record that depends on the site being up on the day you need it is a record with a hole in it. This page shows two things, counted by us: how often each live official endpoint did not answer our checks, and the agency files we hold as dated, hashed copies — the copy a receipt reads, with the agency's own file date on it, whether or not the site answers today.
1,204 checks in the last 30 days. Most often silent: Senate LDA lobbying registrations · State business registries live (CT, CO, NY, OR, PA) · OSHA inspections (DOL Enforcement API) by exact printed establishment name · CMS Care Compare facilities by CCN · HHS OCR breach portal.

Held files are the agency's own published files, dated and hashed when fetched; a receipt reads the held copy and prints the file's date, so the record of what the agency printed exists even on a day the agency's site does not. This is not a measure of any agency's performance; it is the reason the dated copy is kept.
