◆ Alpha CovenantPull a Record

For government-contracts, health-care and white-collar practices

For firms that need to show what the official files printed for a client, counterparty or witness on a date — and prove it was read.

In an FCA matter, a bid protest, a suspension-and-debarment proceeding or a reasonable-diligence defense, the question is often what SAM.gov, the OIG LEIE, OFAC or a state list printed for an exact name on a given day. The receipt is third-party, date-fixed, hash-verifiable evidence of exactly that — and of which files did not answer. It carries a Certification of process and digest (RFC 3161 timestamp, Ed25519 signature, FRE 902(13)/(14) text, custodian declaration template). It does not characterize the party and it is not legal advice; the conclusion is counsel's and the tribunal's.

The rule as written

FRE 902(13), 902(14) and 902(11); 31 U.S.C. § 3729 (FCA scienter); FAR 9.4; 2 CFR 180; 42 CFR 1001.1901

Rules 902(13) and 902(14) describe a self-authenticating record generated by an electronic process and data authenticated by hash value, each with a qualified person's certification. The receipt is built in that shape. Whether it satisfies the rule and the notice requirement in a given proceeding is for counsel and the court.

What the receipt shows

  • Every receipt for one party, in date order, with the lines that changed between reads — the Response Packet, by key or printed name
  • The source, its file date, the exact key or printed name used, and the rows as printed — for SAM, LEIE, OFAC, CSL, FAC, EDGAR, state lists and more
  • Which files did not answer or were not read, named (restricted files — DMF, CMS Preclusion, DEA, FinCEN BOI, Do Not Pay — named as not read)
  • Certification of process and digest: stored body re-hashed on view, RFC 3161 token (.tsr), Ed25519 signature with DID public key
  • The Litigation Report — system declaration and replay script for a receipt that may be filed
  • Any withdrawal or correction we posted, in the public ledger

Duty sheets and form lines

A Duty Sheet puts the dated record beside the rule's own question and builds a fresh receipt for the name you give it (sample: Wellpath LLC): Counsel exclusion-diligence duty sheet ↗ · FAR 52.209-6 duty sheet ↗ · 2 CFR 200.214 duty sheet ↗.

The form lines these receipts are filed behind, with the auditor's test cited: FAR 52.209-6 · 2 CFR 180.300 · 42 CFR 455.436. Full forms register · read profiles · published prices.

What it does not do

  • We do not render legal advice, characterize a party, or state that a check was "sufficient" or a party "eligible". The receipt's own text says so, which is what keeps it usable by either side.
  • A same-name row is a candidate for counsel to resolve; the receipt does not assert identity.
  • The hash, signature and timestamp prove the integrity of our capture — not the truth of what the agency printed.
  • Alpha Covenant Holdings is the reader of record and says so on every page. Our daily self-check is our own, not an independent audit.

Public-record evidence, not legal, compliance or eligibility advice. Hashes, signatures and timestamps prove the integrity of our capture; the agency remains the author of its record. When the agency did not answer · Who pays us.
