Every federal prime contractor whose contract carries the clause, before each subcontract over $35,000 (other than for commercially available off-the-shelf items).
The record the rule expects
The SAM.gov exclusions read for the subcontractor by UEI (or exact legal name), the read time and the SAM extract date, the rows printed, kept in the subcontract file. Supporting reads: OFAC, Consolidated Screening List, LEIE where health-related.

Questions readers ask
Does a SAM screenshot satisfy (e)?
The clause requires the check; it does not prescribe the form of the record. A screenshot shows a page; a dated receipt shows the read time, the extract date, the key used and a hash the CO or auditor can re-verify.
What about Section 889 and 1260H?
Separate clauses (52.204-25; DFARS 252.204-7018). The same receipt prints the Consolidated Screening List, DoD 1260H and UFLPA rows under the printed name, dated; the representation itself remains the offeror's.
This page quotes the rule and describes the record; whether your organization meets the rule is your compliance office's and counsel's reading. All rules · Methodology.
