For state comptrollers, treasurers, auditors and Medicaid fiscal agents
The pre-payment record, kept with the payment
The Payment Integrity Information Act asks agencies to prevent payments to ineligible recipients and to show the controls that did so; OMB M-21-19 asks for pre-payment eligibility checks and their documentation; 42 CFR 455.436 puts the monthly LEIE and SAM check on the State for every Medicaid provider. The hard part is not knowing the rule — it is producing, for any payment an auditor picks, the record of what the official files printed for that payee on that day. That record is what we print.
What the disbursing system gets back
One HTTPS call per payee before release (or one CSV per payment run): the dated read of the SAM.gov Exclusions extract, the OIG-LEIE, the OFAC SDN list, your State's own exclusion list and the Consolidated Screening List — each with its file date and the key or exact printed name used — plus every line that differs from the previous read of the same payee. The hold decision stays with the disbursing officer; the receipt id goes on the payment record.
Mechanics: /payment-time · a whole payment file at once: /roster (CSV in, receipt per row, monthly diff).
The Duty Sheet and the clause
Duty Sheet piia-pre-payment prints the rule's question beside the dated record. Requirements language for your payment system or fiscal-agent contract: the Evidence Clause — state disbursement.
What we do not do — said first, because your auditor will ask
We do not read Treasury's Do Not Pay portal (agency-only; record that check separately), the Death Master File, or any credit or identity service. We do not say a payee is eligible, we do not score, and we do not fuzzy-match a name and call it a hit. We read the public files as published, print them with their dates, and name what was not read. Only the states that publish a machine-readable exclusion list are read; the rest are named as not read on /exclusions/states.
