What did the file we held on that date print under this name?

In a protest, an FCA matter or an audit the question is often not what the record says today but what it said on the day the contract was signed or the claim was billed. We cannot reconstruct the government's record for a date before we held it — nobody can without storing it — and we will not infer it. What we can do, from the day retention began, is keep every version of the small list files with its SHA-256 and the time we held it, and read the exact printed name against the version we held on the date you name.

Retention is starting; the first versions are being held now. For reads we actually made on a past date, the Response Packet lists every receipt issued for a key in date order.
