Availability is measured by Sentinel every 15 minutes and published at /audit; it is not promised in advance. If measured monthly availability of the roster endpoints falls below 99.0%, the following month is credited 10%; below 97.0%, 25%. Source silence (an agency file or endpoint that did not answer) is printed on the receipt and is not an outage of this platform.
Dated public-record receipts: for each name or key submitted, what the named official files printed on the date and time of the read, with each file's own date, the matching method, a SHA-256 of the receipt, and any source that did not answer stated as such. Receipts are delivered to the Customer and recorded in the public registry by id and hash (bodies are public only if the Customer publishes them).
No determination. The Provider does not score, rate, rank, clear, certify, verify identity, find fraud, or instruct a hold, payment, enrollment or exclusion. Whether to act on a receipt, and which named party it concerns, is the Customer's decision under the Customer's own rules. The receipt is not a consumer report and is not to be used as one.
The Provider reads only from publishing agencies' own files and endpoints, buys no proxy data, and bypasses no access control. Sources the Provider cannot read are named on each receipt as not read. The Provider may add sources during the term; it will not remove a source without thirty days' notice except where the agency withdraws it.
As stated in the plan's SLA paragraph: measured by the Provider's own monitor and published, with the credits stated; no other remedy for availability.
The annual price covers the included receipts; receipts beyond it are billed at the published per-receipt overage in arrears, monthly. Price changes apply at renewal only.
The Customer's submitted names, keys and contact addresses are held for the purpose of producing receipts and are not sold, shared or used for any other purpose. On termination the Provider deletes roster files within 30 days; issued receipts remain in the registry as dated records and are not deleted, because a receipt is a statement of what a file printed on a date.
If the Provider learns a receipt misstated what a source printed, the receipt is withdrawn, a public correction is logged, and the receipt is rebuilt; the Customer is notified by email the same business day.
Twelve months from the effective date; renews for twelve months unless either party gives thirty days' notice. Either party may terminate for uncured material breach on thirty days' written notice.
The Provider's total liability under this agreement is limited to the fees paid in the twelve months before the claim. The Provider is not liable for decisions the Customer makes on the basis of a receipt, nor for the content of any agency's file.
