SOP-14 — Monthly management review

Purpose

Once a month the owner looks at the whole system against a fixed checklist and writes down what was found and what will change.

Scope

The quality system as a whole.

Procedure

  1. Checklist: (1) Sentinel findings open >24 h; (2) corrections opened/closed; (3) sources not read or silent >1 cycle; (4) registry freshness (median age, oldest); (5) OTS proofs pending >7 days; (6) scan findings past their fix clock; (7) SOP reviews due in the next 30 days; (8) partner keys issued/revoked; challenge files and annual inquiries received and answered; (9) disk and backup state; restore rehearsal status; (10) outreach sends and any replies; (11) legal-entity, address and contact details on policies/agreements still correct; (12) anything a customer or reviewer asked for that the system could not show.
  2. Write the review: POST /api/trust/management-review with each item's finding and the action taken or scheduled. The public summary shows date, items reviewed, actions count.
  3. Each action becomes a change to code, SOP text or a scheduled task with a date; it is checked at the next review.
  4. Inputs added 2026-10-09: the outreach register counts (sent, answered by kind, no reply yet, deviations recorded), Opportunity Watch notices and their fit lines, published challenge comparisons, the SAM.gov quota trend (calls before the first 429, by day), and any bootstrap_failed or refused-read findings.
